Technical Study Tour to Bavaria on Environmental Technologies, Waste Management, Circular Economy and Sewage/Wastewater Management

- EXECUTIVE SUMMARY
The Bavaria Technical Study Tour exposed the Nigerian delegation to a fully integrated circular economy ecosystem where waste, wastewater, and energy are managed as resources. The German model is built on three pillars: Strict Regulation, Advanced Technology, and Citizen Participation. The core lesson: Technology without governance and citizen buy-in fails. Nigeria does not need to copy Germany, but to adapt its principles to our local reality taking into consideration the socio-economic peculiarities of Nigeria.
My quote resonated throughout: “Waste is not waste unless you waste it. Don’t waste your waste, it is a resource.”
- COMPANY-SPECIFIC KEY LEARNINGS
a) Klara GmbH, Spitzwegstraße 63 – Decentralized Wastewater Treatment
- Learning: Small, modular, containerized wastewater treatment plants for communities, estates, hotels where central sewage is impossible. Zero discharge to open drains.
- Take-Home for Nigeria: Perfect solution for Eko Atlantic, Magodo, Ikeja GRA, FCT-Abuja and new estates in across all Nigerian States. Can replace septic tanks/soakaways that contaminate groundwater. AWAMN and other relevant stakeholders can pilot 10 units with private developers.
b) Clearfield PPU Water Systems – Energy-Efficient Water Treatment
- Learning: Plastic pipe welding and filtration systems that use 60% less energy than conventional metal systems. Durable, no corrosion in saline water.
- Take-Home: For Lagos coastal communities (Makoko, Ibeju-Lekki) and all other coastal towns and cities in Nigeria, this solves rusted pipe and saline intrusion issues. Local manufacturing opportunity for Private Sectors in Nigeria
c) UTP Umwelttechnik Pöhnl GmbH – Sludge-to-Energy
- Learning: They convert sewage sludge into dried pellets used as fuel for cement factories. Nothing is wasted.
- Take-Home: LSWMO and Lagos State Government produce 1000s of tons of sludge daily. Partnering with Dangote Cement, Lafarge and other Cement manufacturers can turn our sludge problem into energy resource. This project can be replaced across Nigeria generating tens of thousands employment opportunities. Immediate PPP opportunity.
d) FlowChief GmbH (Dmitri Azacki) – Digitalization & Smart Control
- Learning: AI-powered software that monitors sewage flow, pump stations, and waste collection routes in real-time from a phone. Predicts blockages before they happen.
- Take-Home: This is what Lagos needs for flood control. If we digitize our waste truck routes and sewage pumps, we can save 30% diesel and stop indiscriminate dumping alerts. AWAMN Waste Management Resource Center can host a FlowChief control room replica for training.
e) Klärwerk 1 Nuremberg & Freystadt Sewage Treatment Plant – The Circular Plant
- Learning: The sewage plant produces its own electricity from biogas, recovers phosphorus for fertilizer, and the clean water is reused for agriculture. They make money from sewage.
- Take-Home: Alausa and orher Wastewater plants across Nigeria must be re-designed as Resource Recovery Centers, not disposal sites. We can generate electricity for our own operations.
f) Erlangen Waste Management Authority – Municipal Excellence
- Learning: A city of 113,000 people segregates waste into 7 bins. Citizens pay less if they waste less. Enforcement is strict but fair. Waste collection is a municipal pride, not a dirty job.
- Take-Home: We need a Lagos State Source Segregation Law with incentives. Erlangen model should be adopted for pilot in some LGAs in Lagos and other States of the federation adopting AWAMN Waste Management Architecture including Digitalization.
g) HUBER SE – Global Technology Manufacturing
- Learning: German engineering for screens, grit separators, and sludge dryers. They build machines that last 25 years with minimal maintenance. Made for Africa’s harsh conditions.
- Take-Home: Instead of importing cheap, short-lived machines, AWAMN should sign an MOU with HUBER for local assembly in Nigeria, with training for our technicians at bbw and AWAMN Waste management Resource Centre with German Certifications.
h) Vision Green Solutions, Augsburg – Youth & Green Entrepreneurship
- Learning: A private startup converting organic waste to biogas for 500 households, run by young engineers. Funded by Bavarian State.
- Take-Home: This is the model for our unemployed graduates. AWAMN can create Vision Green Nigeria — 100 youth-led biogas hubs in markets (Mile 12, Oyingbo) converting food waste to cooking gas.
i) Engagement with Bavaria State Ministry of Economic Affairs, Regional Development and Energy
- Learning: Government does not do business; it creates enabling environment, provides guarantees, and funds vocational training through institutions like bbw.
- Take-Home: We need a similar tripartite framework: Lagos State Government + AWAMN + German partners (bbw/GIZ/ AHK Nigeria) for continuous technical vocational training for all integrated waste management Opertors to provide the much needed Vocational and Technical workers required for industrial operation both in Germany and Nigeria.
- 7 CORE TAKE-HOME FOR NIGERIA (ACTIONABLE)
- Shift from Waste Management to Resource Management: Legally define waste as resource in Lagos and other States Environmental Law.
- Decentralize Sewage: Ban new soakaways in urban Lagos and major cities in Nigeria by 2028; mandate Klara-type small plants for estates >50 units.
- Establish Circular Economy Industrial Park: In Epe/Ogun, where UTP sludge-to-energy, HUBER equipment, and organic waste companies co-locate.
- Digitalize Waste Management Operations: Mandate GPS and FlowChief-type software for all PSP trucks, disposal end and tracking payments within 12 months.
- Create AWAMN-bbw Skills Academy: Permanent training center in Lagos for integrated waste & wastewater managers, certified by Bavaria & Technical and Vocational Training and Education Centre in Nigeria like AWAMN Waste Management Resource Centre. And sponsored by the Bavarian Ministry of Economic Affairs, Regional Development and Energy, Germany.
- Youth Green Fund: Partner with Bavaria Ministry to fund 50 Vision Green startups in Nigeria.
- Sludge-to-Wealth Policy: LSWMO & Lagos Ministry of Environment and Water Resources to sign MOU with cement companies for off-taking dried sludge.
- CONCLUSION
Bavaria shows that cleanliness is not magic; it is a system. Nigeria has the waste, the manpower, and the market. What we learned in Bavaria is how to connect them profitably. With AWAMN and bbw partnership, we can move from evacuation to valorization.
Next Step Recommended: Formal proposal for Bavaria-Nigeria Circular Economy Partnership 2026-2030 to be presented at the next AWAMN International Conference.
